TXCDR people sheltering teams are managed by the American Red Cross (ARC) and led by an ARC trained and certified shelter manager. The ARC provides Congregations wishing to serve as an ARC shelter training, equipment, food, health and mental health professionals, reimbursements to restore the facility to pre-shelter conditions, and liability insurance.
